60fps does benefit the visuals a bit, but the biggest benefit comes from the responsiveness of the controls. Such responsiveness is best felt with a mouse. Since consoles are still controlled by joysticks, you really lose out on one of the main benefits to 60fps. Having played PC games on my TV with my 360 controller, the appeal for 60fps is pretty much negated.

BF2 and BC are completely different series.

If by "redeem" you are implying that BF3 is worse, I can assure you BF3 is still better than the clunky console Bad Company series.
