You could try 4.7, it's a decent OC and it shouldn't make the temps go to the roof, also you will unlikely notice a difference between 4.5 or 4.7 or even 5, the risk and rising temps aren't worth it in my point of view.

i meant 4.1ghz and my full load temp is 66C and my ambient is around 28C

Any way to lower your ambient temp ? What's your case ? Where is it located in your domicile ? Do you clean your case regularly ?

I was just wondering is there a sealed liquid cooler that i could overclock my i7 to 5ghz with and maintain safe temps?

I highly doubt it

I mean a closed loop cooling is not that much better than an Noctua Air cooling.
with that being said Ivy runs hot, with a SB i've seen others hitting 4.7-.4.8ghz on H100i and that's pretty good, I have yet to see a 5ghz on a corsairs cooler. SB or IB

average 5ghz I've seen on a Intel chip are voltages that average out around 1.4v with that, your temps will be high. for a 24/7 on a H60 I really would recommend going for a open loop system or even phase

okay i was thinking about the h220 but it is really hard to get your hands on and i have seen people making 5ghz on a h100i is that a smart choice?

h220 is better(far better than h100i) if you want a cheap solution

I have personally been on 4 different cooling solutions, and have not been able to achieve 5ghz. I can say that whether or not you can achieve 5ghz is mainly dependent on your chip, as not all of them are capable of 5ghz. Additionally, its dependent on the factory application of the TIM in between the IHS and the die. Even with high end water cooling, your still going to be thermally limited by the TIM in between the die and IHS.
