Can you prove this? Are the benchmarks at 1080p resolution? I admit that scrolling through webpages will be 'smoother' on iOS, but what same exact application do you have that you can load on both devices?
The only cross-platform benchmark that I know of is called GeekBench (supposedly real-world scenario based) - and the S4 scores more than twice as much as the iPhone 5... Again, people like AnandTech mention that there is some discrepancy in GeekBench between Android and iOS...

Adreno 320 can't compete with Iphone 5's GPU in most of the benchmarks I seen, only won Egypt HD offscreen but lost the rest.

I was referring to web surfing experience which is admittedly better on iPhone, as well as in games like N7 and other graphical games it just runs better/smoother with iPhone.

Lets not forget, samsung had a chance to release a flagship phone for 2013, Apple has a phone still to drop this year. So if the S4 lags with browsing/scrolling on pages, who knows what the 5s will bring as far as improvments.

Dont get me wrong if some one said "hey ill trade my s4 for your iPhone 5" Id jump on that faster than you know. So I'm not trying to hate, I just don't get the overhyped phone. I played with it again today and was underwhelmed. the eye scrolling feature lags like no tomorrow, the only worthwhile feature IMO is the multitasking on one screen.

Comparing to the iPhone is irrelevant, it's native code versus Java and differently optimized OSes. But in droid world, nothing beats Nexus 4 still, it's the way Android meant to be, clean and lean. All those extra features and Touchwiz on S4 eat RAM and CPU, so it's naturally slower. But S4 and HTC One Google Editions will be faster cause they won't contain any extras.
