Here is the problem. Your sources don't actually say they will not charge for rented, used, or traded games. It just says "to play used games".
You see the problem. Steam does not charge you "to play any game", but it charges you to buy the game. It is a nice play on words, but still does not clear up the problem.
Problem. Once the game is on persons a's live account. What does it take to get it to transfer onto person b's live account?
Person a could lend person b their profile and person be could "play the game" without any problem. But once person a wants to transfer the game to person b, then the account would have to be deleted from person a and added to person b. Which will be a fee, according to most sources. I can not say how I know this, but the current rumor I have seen is the used games fee will be placed on shop doing the trading. There is currently no way to trade the game between two people with out one of them paying a fee.
We are not talking about playing the game, we are talking about transferring the game. Two very different subjects. According to most sources I have read this morning, it will be up to 52 dollars to transfer the game from person a to person b.
Bottom line, so far, from what I know and what I have seen first hand.
All game transfers have to have a fee attached to them. If you sell the game to a 3rd party used game store, they will be charged up to 52 dollars to resell that game. If you want to transfer the game between people, you will have to pay an activation fee to get the old game off one account and added to another account.
No matter what a fee is paid by the buyer. Either directly to Microsoft or to the 3rd party store which has to pay Microsoft.
They could change all of this, but currently that is what I am getting from a lot of sources. Will post the sources as the go live.
