I think most people would point you toward Project CARS (although it doesn't really have any customizing) but unfortunately you can't buy into it anymore unless they re-open the backing for it.
You say you aren't of fan of NFS, but does that include the SHIFT series as that was more in the sim vein than the others in the NFS series.
I'm not into the whole racing super cars thing, I love forza for the reason that you can get every day road cars and race them in the classes that you are expected to race them in IRL. and i love tweaking suspension settings, and all the minor things like that.
I know the Xbone has the new forza at launch, but thats alot of money just to play a racing game, as I have no desire to buy a console.
If you have a decent wheel setup, iRacing is the most realistic sim by a large margin, in my opinion. It's the only game in which I can actually feel the grip of the wheels and intuitively know the limits of the car from real driving experience. Tracks are laser scanned from their real life counterparts as well.
Conversely, a game like Live for Speed might be technically realistic, but you have to drive it like a game, if you know what I mean.

Unfortunately as far as I'm aware, there's just nothing on PC that comes close to what Forza and GT offer in terms of amount of cars and customizing, tweaking etc. Forza is one of the 2 reasons I still have my Xbox 360 and one of the reasons I'll be buying the One.
PCARS is at least supposed to cover a crap ton of racing styles, letting you choose where your career path takes you from go karts to super cars and Le Mans. It should have some of the entry level leagues and stuff you're looking for. Granted it's still in pre-alpha at the moment so it doesn't have everything the final build will have.

I race my own car in SCCA a lot, but I'm avoiding racing sims on my PC again (had a G25) just because none of them come close enough in all areas for me. I'll just leave it to monthly events to get my fix
I'm not sure if its on PC and I know you don't like NFS but Underground 2 has tones of customization options. Even things Forza is missing, such as ECU and Turbo tuning. I've played lots of Forza 2 and 3 on xbox, and I love it too. The driving isn't the same by any means but its a great game for tuning. Lots of fun dynoing. I don't think you can tune air pressure though. You could tune the suspension and a few others things too. Haven't played it in yeaaars though
There's nothing like Forza/GT on PC. You can get more realistic physics with limited career options and smaller car count, or you get arcade physics with more car count and customization.

Shift sequel is PCARS, technically anyway since it's Slightly Mad Studios and they made both Shift games. I'd say it's a spiritual successor that's better in every single way

Dirt 3 would be my current favorite. The Gymkhana might ruin your experience a bit if you are not into that.
Until GT gets "Damage", im not going to invest anymore on those types of sims. Once you play a game where the car actually breaks it's hard to go back.
