Wow, that's one really hot chip. While the H70 isn't top of the line, it is leagues better than stock cooling. Maybe delidding it could help? You could also try lapping the H70 base, that thing is rough as hell. I remember lapping my i3 and my H70 base and lowering my temps 10-12c on load just by doing that.

OCing it manually may yield better temps, most presets tend to overvolt way more than it should.

My own i7-2600k running 4.7 GHz @ 1.35v runs roughly around 75-80c. I know it's under "real" water, but it gets the heat from both my GPU's as well. Running alone it can get to 70c.

De-lid man! I'd say your chip is probably where it's at, unfortunately. I'd buy a 4770K and de-lid if I knew it yielded better OC'ing result.
Haswell use thermal paste just like Ivy and isn't soldered like Sandy and most earlier CPU's. Temps go way down if you de-lid a Ivy, I went from 85C down to 60-65C on my 3770K. Haswell has a much more efficient throttle though, it will throttle if it gets too hot (like 90-95C).

That's pretty hot for a Sandy though, I've got a 2700K@1.52V under a Noctua NH-U12P SE2 and I'm just touching 80C when ambient temps are high.
