The milkway seems to run both without an issue.
If Milky Way is running on both of your GPU's then the client is recognizing both GPU's, and you should not need to do anything additional to set up your GPU's.
2. Any projects give more points than others?
Running DistRTgen on your GPU's will get by far the most points. For more info on the what the project is you can check out the homepage. Free Rainbow Tables
3. Anything special besides overclocking to gain faster completion?
F@H has a beta flag for the newer radeons.
Overclocking and finishing the units faster is the best thing to do to get more points.
4. Is process tamer necessary? And should I use eFMer boinc tasks for running 3pc's?
Mostly wondering about my main pc with two 7950's and running windows 7 since it will produce the most results.
Process Tamer or Process Lasso is not necessary if you are just looking to run for max points with your GPU's.
BOINC Tasks is great if you are running many different GPU and CPU projects at the same time on multiple rigs, but it is not necessary if you just want to run one project, like DiRT, on your 7950's and one project on your CPU.
