Why are there extra spaces on the PCBs?

There's usually extra spaces on GPU PCBs for capacitors, resistors, etc.. but there's no cap/resistor there.

Why are those spaces (and traces for those spaces) even there? I highly doubt that they're using 1 PCB design for more then 1 card, so it's not like some cards use those spaces and some don't.

In the initial designing phase they will over kill the design so that in the testing phase the final calculation of power phases and gpu clock will be determined. Thus it easier to remove components than redesign the whole PCB. Principally if you can remove 20c worth of components on a production run of 10,000 GPU then this will make the company $2000 + fitting costs.
This leaves a window for factory OC cards to put those components in the blank spaces and charge a premium for doing so.
So it is a marketing and designing ploy to sell the most GPUs to satisfy all parts of the market.
