If you sift through the Wikipedia article on the 24 pin connector you can draw some conclusion about the purpose of these two pins and the reasoning behind the main but separate 8 or 4 pin cpu power connector. This could be as simple as poor pin contact tension. I never have liked the quality that these white connector body 24 pin housings present. Electricity will find a path to ground (this is a sure bet).These pins were over amped because the designed path was not doing its job and the load was transferred to pins 11 and 12. I saw this quite a bit in the automotive world. There was a case where the speedo cable in an early air cooled VW bug was the only ground available. When you ran the starter all the current tried to find ground through the speedo cable, it was soon melted.
