Not sure about the specifics but I am not one to doubt. Many U.S. citizens don't realize that most of what they hear and see about foreign relations is custom-built to engender fear and hatred towards the countries which are standing in the way of... well, "progress" in the view of it's proponents, which helps to justify unfair action on the part of the government.

And about hackers... It's no secret that those caught for lower-profile crimes are given the option of reduced/suspended sentences if they do some electronic "community service" such as showing the big boys what they were doing wrong security-wise.

Why put so sensitive material on the net so it can be accessed is beyond me why not just put it on a server not connected to the internet and if files are needed use a the old deliver by human method.

What is the source of competition? Profit. If individuals do not profit from innovation, then it reduces motivation.

Futhermore, the US has a very very very important cultural feature that most other countries do not have.... you are allowed to fail. In countries like China, a single failure can ruin your career. In the US, failure is seen as a learning experience. Oh, the US also has a best-in-the-world venture capitalist infrastructure which allows rapid innovation from risk.
