There is no such thing.

Even on the PS3, it's entirely up to the developer whether they want to lock their games, and some developers do.

They do have region control, even if it is enabled but left up to the publishers discretion:

Really any region locking stems from the publishers...it lets them charge different prices in different regions. The main reason why it is considered a very evil thing to buy a paper book to sell in a different region. The same with movies as well. So even it was built into the device via firmware the reason was because the publishers asked for it. No console manufacturer would purposely want to make different versions of a hardware for different regions. Why have that head ache when you could just make one?

Here in Turkey, for PC games sometimes there are deals but Steam is always cheaper than stores. Even if it is not always, it usually is

 

Console prices are different though. They are very expensive. Some console games cost $100 when they are relased.

Have you used the steam trading feature at all? Just like how you can trade tf2 items via steam you can trade games THAT ARE PURCHASED ON STEAM, you don't deal with cd keys at all. Some of these games have tags such as RU or ROW but many of them do not have any tags. Thus anyone trading lets say tf2 keys which is a very common currency on steam for a game that may not have a tag will not know if the game was purchased in NA, Russia, Europe wherever. These are region free copies which will work anywhere once activated on your steam account. Valve cannot ban a person for trading something for a game with a tag because there is no way for them (buyer) to know where it was purchased. Not only that they are using steam's official trading function thus you would be punishing people who are using valve's own trade service. Do not accuse people of being pirates when you have no clue what you are talking about. Buying cd keys from some sketchy russian site is a total different matter as many of the keys themselves are region locked.
