Severe CPU Usage Increase

Hello everyone. So I'm not sure if this is even a huge problem or not, but here's the story. I built my own computer (like everyone else here) and bought a cheap mother board with plans on upgrading. It was an ECS A890GXM-A2. Today, I upgraded to an ASrock 990FX Extreme9 (which looks pretty spectacular in and of itself). Anyway, on my old motherboard, if I had nothing going on, my CPU would idle at around 5%. However, on this new board, the CPU fan is constantly spinning at full speed and when I just sit at the desktop doing nothing, my CPU is running at around 40%. Is this something I should be worried about? Is something not set correctly? Thanks for any help you guys can give me.

Oh and by the way, the CPU is an AMD FX-8350.

Open up task manager to see if it's a program that you can see. If not then the next thing i'd do is do a malwarebytes sweep in case someone installed a bit/litecoin botnet. If it is a program that you can see in task manager then i'd stop using it unless it's very essential. Mobo as far as I know shouldn't make for high idles unless it has a problem.

That is definitely not right. Right now my CPU, as I'm typing this, is running at 2%. I had the problem you are describing on another rig I have; turned out it was a virus/malware/etc. This might not be the case with you, but it is something to check.

Aye on the malware. I'd also check GPU load to see if it's just a mean piece of malware or a miner.

Hmmm... it would appear that the "wiped" hard drive I got from a friends broken computer wasn't entirely clean. There was a hidden sector that malwarebytes lit up like a dry forest. So thanks everyone. I hope this fixes it.
