To OP, what does your Paste look like when you remove the CPU cooler? You should be getting better temps than that even if it's only touching a little.

Re-apply your thermal paste AND DO NOT SPREAD IT.
Use a "X" formation to apply the paste, works well for every single paste out there. And then remount it

The best thing I could say to do is to reapply your thermal paste. That might bring your temperatures down a little bit.

Ive always got the best results by spreading the TIM as thin as possible across the CPU. Ive tried the pea, the line and the rice method and spreading it across (gotta be super thin) always gets the best results. That has been the case for every AMD chip Ive owned and every HSF Ive owned. Each time I get a new one (chip or HSF), I try all methods and every time, the spread method has worked best by several degrees! Maybe its just the way AMD chips are built that they spread out their heat more across the surface as opposed to Intel chips that have it more in the center. Beats me, I just know it worked best over 5 different chips (Athlon X2, Athlon II X3, Phenom II X2, Phenom II X6, FX-8150) and 4 different heat sinks (stock, Arctic Freezer, Hyper 212, H100).

What is your CPU/NB voltage? If youre only at 2200 MHz on that, it should be down around 1.15. If its up over 1.25, thatll account for a lot more heat than you think.

OK nice to see a lot of feedback like i said i just repplied the cooler with new thermal compound so really that should be fine. i am about to see what difference i get at stock settings.
