hello i was trying to upgrade my cooler master storm trooper to be more silent and dust proof
and my question is will the Noiseblocker NB-eLoop Fan B12-P http://www.blacknoise.com/en/products/it/8
run quiet and push alot of air through the trooper front drivebay mesh + the silverstone ff121.
i will be running the fans at like 1500rpm

You shouldn't have any issues with these fans meeting your needs. They have a good CFM and static pressure and are known for silence. They are a bit on the expensive side but they're a premium fan so you should expect to pay a bit more.

I'm a big fan of the Corsair Air Series SP120's myself. You can buy a twin pack for about the price of 1 B12-P at most place and the performance of the SP120's is very good.

If the look of the eLoops is what you are after I say go for it. They are a good fan.
