motherboard trouble

Hey guys, my gf's system recently stopped working and im trouble shooting the problems now.

is it possible for the the power and reset switches on the board to be lit up and the rest of the motherboard not working? I would think that since the led's are on it shows its getting power and then should work?

yes,if the leds are lit the board should be working.

well how about will the computer even boot up if the cpu is broken?

i took apart all components and tested them in my system,

memory worked fine.
grapics card doesnt dictate if the system turns on or not so i didnt test it.
psu obviously works if mobo is getting power.
cpu i think works, i took it and put it in my system and i got to a screen idk i think it had to do with the motherboard, but i didnt want to keep it running since i wasnt cooling it.
i dont think the hdd would have anything to do with it, didnt test it though.

any ideas about the cpu situation?
