An option would be to "heavy air cool" the hot side of the peltier and position the peltier just before the cpu, after the loops rad and so on.

If I'm not mistaken, you're saying sandwich the peltier between the CPU and a high end air cooler? Yeah that won't work... at all.... Considering you're going for high end cooling I'm assuming you're overclocking your system. Most high end overclocked modern CPUs will have a heat load between 190watts ant 250watts of a heat load. Then we take the 200 watt heat load a peltier with a high enough QMax will add to the heatload and we have at least about a 400 watt heat load, air cooling simply can't handle that much. Now, if you want LOW temps you're not going to be undervolting your TECs so you'll be looking at a heat load MUCH higher than 200watts, so... yeah.
