Just anecdotal evidence. I use a 3770k for the time being and I benched it at 4.4, 4.5, and 4.6ghz when I first bought it - it's been about a year since that time, but the difference was not tremendous. I could see a 4.4GHz Haswell matching a 4.7GHz IB due to the IPC advantage.

And by the way, asus states in their Haswell overclock guide that 70% of Haswell 4770k chips will get 4.5ghz easily with proper cooling (something like H80/100), while even more will get 4.4GHz.

I have not directly used one myself but I know enough of the things that I can say their "you can't really OC it as it throttles immediately in stress tests" is a bunch of crap.

Wendell (or whatever his name is) saying "We're not really expecting this to overclock" also very much misinformed.

I mean the only stuff they say about overclocking is that the chip throttles and can't OC for heavy loads. If that's not far fetched then I don't know what is.

If you check the reviews the IPC difference is like 1-5 %. Most of the times is intel's broken boost that makes the difference

I don't agree that it's 1-5%. It is more on average, I can link some benchmarks later. FYI, a Haswell at 4.8GHz gets nearly 10 points on cinebench 11.5. That is FAR better than Ivy Bridge @ 4.8.

On another side note, I should mention that I upgraded a 2600k which did 5ghz fairly easily to my current IVB around a year go; I did many benchmarks after upgrading and the IVB at 4.7ghz beats the 5ghz 2600k in most benchmarks. So i'm expecting similar comparisons with Haswell to IVB. So that's part of why I think a 4.4-4.5ghz Haswell overclock (which most Haswells CAN OC to this level) should match or beat an IVB which is 300-400mhz higher.

i just ran cinebench 11.5 on my 4.9ghz ivy and got 9.85...in order for a haswell chip to be even 5% faster in that benchmark itd have to score 10.3425, and it'd have to score 10.53 to be 7% faster, so you're entire point was about how much faster haswell is than ivy in that benchmark was pointless

Frankly I think that review is spot on, they highlighted the advances it gave towards mobility. Which is great for tablets, convertibles, and notebooks. And then, the utter disappointment that it is towards desktops.
