As expected, there is still no point upgrading from 1st, 2nd or 3rd gen Core i5/i7 to 4th gen.

Board support would be better coming from 1st gen.

I agree with your statement except for the 1st gen, it should be a considerable upgrade in performance with a huge drop in power consumption.

If you could get the 4th gen setup cheaper, would you go for
Gigabyte Z77X-UD4H and 3570k
OR
Asus Z87-Plus and 4670k

?
