Heres some awnsers (some might have allready been answered earlier.)
The problem is that the storm was soo severe that the emergency response was dealyed due to intense winds (+100mph) http://www.cnn.com/2006/WEATHER/12/1....ap/index.html
The reason why you can get on if you were allready logged in is because the Steam master logon server is down(there doesnt seem to be a backup so dont ask) and this is causing some problems with other CSS game servers but many of them are still up and running like the OCN one. Those who were still logged into steam can still play their games, those who werent can try logging in "offline" (disable your internet connection and try running steam, this didnt work for me but maby it will for others.)
From what i have read in the Valve forums there was backup power but that could only last soo long.
The support web pages and forums are all lagged down because thousands of gammers are all asking the same questions (And using this as an excuse to rant)
things to do without CSS:
1) Read a good book.
2) Play all those other games you forgot you had since getting HL2 and CSS
3) Drive/fly/ Telliport to Valve head quarters to help with the releif effort.
4) Sleep.(And get PWND by PoLaR in your dreams)
5) watch tv
6) Go to CSAA (Counter Strike Addicted Anymous)
