"CPU Led" Problem with Crosshair IV Formula

Hi guys, I don't know that happens to my motherboard that when I turn off the computer and wait a while without turning it on, to turn it on after I get the POST, crashes, and does not turn on the monitor. I watch and I motherboard LED lights processor statically in red, right where the ATX connector (not the LED that tells temperature).

The solution is to give reset (reset), and then boot properly ... what's happening? : S

I just realized one thing ... I start the computer when I turn off the switch of the power supply ... for example, when I turn off the power and back on again, it will not. But if I turn off, and on again, then the vast majority of times it turns the computer ... what happens? : S

Please, help!
