What is the sound dampening for? Loud case fans? Hard drive noise? Or GPU?

Overall, the best way of having an effect on sound is to redirect airflow through openings, and have dissimilar materials, like add spray on bedliner or rubber sealant on case panels.

Is there something specific you had in mind?

well my cooler master storm trooper is kinda noisy so i was thinking of putting sound dampening inside the case, in mesh vents that are on the side panels because all they do is attract dust and **** up my airflow. so pretty much wanted to attach sound dampening to all the sidepanels and just leaving the window part without dampening, so would that affect my noise levels? the noise dampening is for pretty much everything in my case, mostly hard drive and gpu because im gonna upgrade to some noiseblocked eloop fans so the fan noise wont be a problem

get better fans.
use rubber mounts on fans and hard drives. if you can't, put foam on old mouse mat pieces in.
use rubber case feet on mouse mats as feet.
take out every thing that isn't used (less blockage = better airflow == lower fans speeds)
Put Flashing tape over everything

Agreed. I've seen others do some ghetto rigging to suspend hard drives on rubber cord in the 5 1/4" bays.

Seal up any other holes you don't want. For mesh panels, put some clear acrylic behind them, cut to size, and mount with foam tape or some hot glue. You keep the look of the mesh, but lose the air holes.

For the remaining fan holes, look into putting a baffle behind them, to force the air to make a change in direction before going out the hole. This will cut down on sound leakage from internal sources.
