3770k Running hot underwater

My 3770k is on an EK Supremacy and only a 240mm radiator right now. My pemsp are running in fluctuating from the high 40-70C. The processor is clocked at 4.4GHz. I tried reseating the processor and it didn't help. Voltages are set at 1.288 Volts. Is it just because of the crappy solder or am I doing something wrong?

Hello,

I don't understand the problem. That's not hot to me. Maybe 90's I'd be worried.. I idle about 34c and hit about 70 on 4.2 with volts set to 1.095 playing games. But I've had profiles set to much higher and the temps still stay about the same.

This is watching netflix and browsing the internet I feel like that is basically idle and I amd reading core temps of 58C
