Looking for a D3 Player - who uses 3770k + GTX 690 (or similar)

Wanted to make sure a few things are normal:

Before I get started I want to point out that all my hardware has been stress tested thoroughly and all indications is everything is pefect.

When I play Diablo 3 I notice something (These happen both on my OC Profile & Stock Default CPU Settings) - VSYNC ENABLED

(1) When I run around a map sometimes I get what is a laggish step to my character for a second or two (I am still moving) and then it continues fine
- This isn't like a crazy micro-stutter where if I shoot my arrow it stops then continues after a few seconds
- The best way I can explain this is if your ping jumped for a second and your character gets laggish but my ping is fine

(2) When I encounter a larger group of mobs (since the mob density change in the last patch) and I gather up a bunch maybe 25-50 mobs I get laggish - I am pretty sure this is NORMAL but just to make sure.

GTX 690 (not overclocked)
3770k
16GB RAM @ 1866
Corsair SSD
H100i Water Cooler

I get the same issue with the lagging with a GTX 670. It's really annoying and was buttery smooth with my 6950. Seems like the game is having issues loading assets as the issue only happens with the screen having to scroll when I move.

Any idea how to solve this?

I am hoping this isnt like a defective GPU/CPU thing
