No. You'll notice a small change in performance, perhaps a maximum of around 6-12 frames on every game, but you won't see anything substantial. Try getting a 670 (considering lower prices recently), or something along those lines. But the GPU that you select is dependent on the hardware that you're currently running on, the resolutions that you play at and so forth. If you could provide those details, we'd be able to help you a bit more.

You will notice a difference. If with your 6850 you would get under 35fps with your need card even with the 650ti boost overclocked the difference should be 10-12fps. Now that would take you into the 45-47fps zone. Even thought the fps seems like a small jump the gameplay will be way smoother and such drops in fps wouldn't be as low. Trust me anyone can make out the difference in gameplay from 35fps and 45fps. It's way smoother. It would be worth it and the 2GB Vram would do you good.

Not really. The 570 is more affluent when it comes to higher-resolution gaming, and it out performs the 660 in most circumstances. It is also a tad bit cheaper (in some cases) because it is about a generation old.

I upgraded from a 6870 to a 680, and I noticed a substantial performance gain; but not as much a gain as swapping my 965BE for a 3570k. Perhaps you're due for a CPU change, rather than a GPU change. Jdsdk, what's your processor?
