Except I know what the Haswell refresh looks like, and it isn't impressive at all. With what I know, I decided to wait for Haswell-E next fall.

makes more sense for your brother to just get a sweet deal on a 3570k and 1155 mobo. Not worth the added expense of the latest and greatest from everything that I read. But than again that is just my opinion.
