So my internet is pretty mediocre which is why I need to limit high usage processes like downloads or streaming services or else my downstream gets completely saturated and it makes everything else run at a snails pace. One of the problems I keep running into though is with my Avast live shields enabled all my traffic gets filtered through "AvastSvc.exe" so I can't set rate caps on specific applications. In order to actually limit each program individually I have to disable the Avast shields which is what I have been doing but that isn't really an acceptable workaround. Considering the shields are most important when I am downloading files and that also happens to be the time I need to disable them to be able to throttle everything properly.

Is there a way to have the downstream traffic be secure while being able to limit everything at the same time?
