It kind of makes sense. Current games sell very well, and at the moment, the install base of both PS4 and XB1 is 0.
You can't really underrate having a console generation as mature as this one. Not only is it powerful enough for most modern games, but the install base of these specific consoles has grown significantly over the past 7 or 8 years.

Why waste time and resources getting the game ported to hardware that a small fractions of users will get. They might try to port a PC version to the next gen consoles but it would never happen right after launch of next gen consoles.

I'v been noticing a trend among Rockstar of them being way too arrogant about their products, yes they usually release good games but they seem to think to highly of themselves specially when they dismiss PC gamer, and now apparently the new consoles, quite frankly I think they simply lack the experience or competence to make a decent port for the new consoles, makes sense they dislike porting games to PC and new gen is basically a PC at its core, so that is why they are being dismissive about them.

Sure, this late in the game I can't say they could ever be ready to offer versions for the PS4/Xbox One by the end of this year, but it is a pity that pretty much as soon as it launches the game will be running on outdated hardware.
Still, they should do better this time around with the PC version. I had a roller-coaster ride with that and recently the Steam version of GTA 4 decided it won't run with any mods after it was fine for a good while. Games very sensitive to hardware and software combinations are frustrating to deal with.

Um, they're totally right. The amount of sales the PS3 and Xbox 360 version is going to get will be enough.
and let's not forget amount the future sales from PC gamers as well.

They aren't arrogant, they are marketing geniuses. They do that whole "It's not coming to PC" thing for just about every game (excluding Red Dead Redemption*) and every time the PC gamer ends up buying it for console. 3-6 months after the console releases, they announce a PC version then the PC gamers end up buying it again for PC. So far there has been ~700K GTA IV PC sales just in Europe from Steam, 80-90% of those sales were probably by people who had bought a copy for either the PS3 or 360. It's pretty much free money. There won't be version for the PS4 or Xbone because at the time of release the PS4 and Xbone would just be going on sale and everyone would end up getting the latest CoD. Rockstar would end up making a loss if they ported it to next gen consoles due to lack of sales.

Also Rockstar has been would have started working on GTA V 5-12 months before GTA IV was released, so far they have put a load of money into making it for current gen consoles and perfecting the engine for the current gen consoles (as seen by the improvements in Red Dead Redemption and MP3 on console). Rockstar has already announced they are working on "RAGE 2.0" for next gen consoles.

*They were never planning on bringing it to PC anyway.

From what I have seen in Rockstar interviews "we are thinking about bringing it to PC" means there will be a PC version in the near future. In interviews such as with RDR they said "we are not making a PC version".

Games they have said "we are thinking about making a version for X" = GTA 3, Vice City, San Andreas, GTA IV, TLaD, TBoGT, GTA V, Manhunt, Manhunt 2, Midnight Club II, Bully, GTA Chinatown wars.

Games they have said "we are not making a version for X" = Red Dead Revolver, Red Dead Redemption, GTA Vice City Stories, GTA Liberty City Stories.

Trust me, there is a PC version coming.

And saying is not worth the investment is completely B, they easily make the investment back.

i agree with this. I hate the way they treat PC gamers, it's a shame they make some of the best games ever... i wish they could be more like CD Projekt RED.
