Microsoft has broken its Xbox One silence on issues like DRM - Page 2

When you add a family member to an Xbox LIVE Gold Family Pack, you have to add it to the same console as the primary account holder. However, after you add that family member to your Xbox LIVE Gold Family Pack, they can recover their account on a different console and still remain a part of the Family Pack.

Note The family member does have to remain in same country as the primary account holder.

Going by this bit, It doesn't say the same address so having 10 friends would possibly work though I would double check that you could all play the same game at the same time, because I'm betting MS have already thought of this and when the XB1 comes out the terms and conditions could have lots of small print about only 1 player or the same IP address
