Actually, you can compare different architectures.
The GTX 680 has 1536 Kepler cores, and the HD 7970 has 2048 GCN 1.0 cores. Both chips have the same number of TMU's and ROP's
With current drivers, the 680 and the 7970 run neck-and-neck in most applications (with the exception of BF3 which seems to run faster on Nvidia cards).
With this in mind, it takes about 1-1/3 GCN 1.0 cores to match 1 Kepler core.
If AMD did decide to use GCN 1.0 again, then it would take a monster OC to reach GTX 780 performance.
