The i7-4950hq uses either 47 or 55w. The 6800k (closest AMD competitor) is 100W. The 6700 is only 65W, but it's 3.7GHz instead of the 6800k's 4.1. Plus, I would imagine it uses a lower model "Radeon" integrated than the 6800k anyway.

Yes, if AMD improved their process, theirs would be just as energy efficient as Intel's, but that's a pointless statement.

And you can't throw power consumption out of the window when it comes to mobile hardware because you can't stuff desktop hardware in ultrabooks and the like.
It's subjective.
True you can't but that was not what the argument was about it was about who has the performance crown and it is very clear that it is actually AMD with their APU.
I'm sure Intel is catching up at a fast pace but they are not there yet besides Intel drivers is whited out artifacts everywhere especially on old/indie games

No, because it's not even on the horizon yet. If that were allowed, I would just look at Intel's roadmap, take their snazzy projection graphs, and say "well this is where they'll be in 3 years. Beat THAT!"
