I do recommend flashing your bios even if you get decent performance from stock. You will be doing yourself and the card a disservice if you're not using it to it's full potential and modded bios can bring it out.

Nope. Not at all but like I said, it's all just luck on the quality of card you get. Where one may throttle at those temps another may run smoothly. Mine doesn't however and I haven't heard of many issues on 780 owner club thread about cards throttling at those temps.
