Yes I have been to such sections. It's just that I can't justify spending money on making HW "look good" if it doesn't make it perform better. Which is why I don't get people bashing a ref. design cooler. Even if it looks pretty bad; if it performs well, then it performs well.
However, if this design is proven to be directly detrimental to noise and/or performance, then I'd say it's "bash-able". Otherwise, no.
