If you're certain you won't OC, then by all means, go Haswell, pick a equivalent board to what you'd pick for a Z77 and go for 100W smaller PSU to shave off couple of $, as that system would have around 200W power draw under gaming load, if that.

Thermaltake has taken so much flak for their cappry PSU´s that they started buying better OEM designs in the last few years

Go Haswell, especially since you aren't overclocking.  You could pick up the CPU+Mobo at microcenter locally to save you money.
