Ok well firstly your CPUZ version is old. I never rely on CPUZ for real-time measurement of voltage, anyways.
I also suspect you're looking at the wrong item on HWinfo. The Core VID isn't it. Scroll down a bit more, you'll find a voltage for "vcore", that's the one that should jump around in value, not the CPUVID. This is from my experience anyways: Both on HWmonitor and HWinfo, the value that changes is the Vcore which reflects the power savings.
