Compaq Presario F700 boot issues

I have a Presario F700 that is older, but was a fairly decent laptop...up until a little over a year ago. I'm just now getting around to messing with it again to see if anything can be done with it.
Here's what it does: with the power cord plugged in, the blue lights for "power", "hard drive" and "keyboard" light up for a split second, then it goes back off and NOTHING happens. I know for a fact there are no HD issues. Any ideas as to where to begin with troubleshooting? One thing I have already done is to remove the battery, connect an external monitor and try to boot. With this procedure there is no change. Help!?!

The lights that briefly light up are on the bottom left corner...the two on either side (the middle light is for the power supply)...as well as the light for the cursor pad (?).
