(CAS/frequency) x 2000 gives you a number in nanoseconds for comparing speeds.

so for example some of the ram i was lookin at earlier 2400MHz 10-12-11-28 so (10/2400)x2000=8.34
that adata i linked is 8-8-8-27 at 2000 so (8/2000)2000=8

Ive been thinking about a real water loop,does anyone have a suggestion? I like the swiftech 220 but??? My budget is 1500 and I think I'm at 12-1300 so....

If by "real water loop" you mean a custom one, then you will probably overshoot your budget by quite a large margin depending on how many components you would be cooling. A single cpu loop would not be too costly, and the good thing about a custom loop is you can always add more to it later on down the road if you choose. If you only want to cool the cpu with no plans of adding gpu blocks later, then the kits from antec, cooler master, corsair, and NZXT are good choices, but if you plan on adding to the loop later on these setups will not allow for that.
