I believe Noctua has a radiator/ heat sink optimized fan and I can't remember the name, but I think you'll be fine with those fans. I'd do more research into it. Gelid fans are substantially cheaper, and I don't think Noctua fans are worth it if you're only doing an AIO kit. I'd wanna wait to see what gets released from the recent tech hardware conferences.
Also asking a question like "what GHz do you think I can overclock with the Noctua fans and pre applid thermal paste?" is kind of a pointless question, it depends on how good of a chip you get, how picky the IMC is and if you get good memory modules, and how good your temperatures are. Some chips like less volts and produce less heat so they'll OC higher (as long as the memory is stable). There's too many factors to take into consideration, so asking a question like that really won't get you an effective answer
