New mobo and cpu won't boot at all

Hey

I've decided to get a new mobo and cpu to experiment with and overclock, but it doesn't even boot up...

Intel i3-540 Dual Core (Hoping to go to stable 4.4GHz)
ASUS - P7H55-M/USB3
Radeon HD 4650 Series 1GB
2GB Ram (Can't remember what speed, not at home atm).
CoolerMaster TX-3 Evo CPU Cooler
CoolerMaster 230mm sidefan [Intake]
CoolerMaster 2x 120mm rear/top fans [Exhaust]
EZCool 700W PSU (I know it's not reliable, but this pc should need 500W max)

I put the paste on the CPU, and attached it to the cooler, then the mobo.
Plugged in the power supply to the mobo and cpu, added the Power switch 2 pin, and tested it and nothing happens... (1 stick of ram is there too).
The PSU worked on the old pc (or components). I tested another PSU, same problem.
The motherboard's green light comes on.

...............help?

Reinstall the board.you may be grounding out a screw which wjll cause that

I tested the board inside the case, as well as on cardboard and the paper in the pic.
