For the past month my pc has had graphical problems in games, videos and it's even visible on images. In videos, it displays as grainy and blocky. I would describe the grainy image as watching a TV with poor signal reception. Even 720p videos look poor, the pixelation is more noticeable in darker areas. This is visible on both my monitor and TV. The video playback sometimes slows down slightly, however the audio continues at the right speed. The youtube video I recorded is slightly more choppy than it actually is in 3dmark, perhaps thats a frame rate issue in encoding with fraps, but you get the idea.

Things I have tried:
Replaced old 8800GT with a Radeon HD 7790.
New installations of Windows 7 - Both 32x and 64x.
All drivers for hardware is the latest available.
Reset bios to default to remove overclock.
My temperatures are good:
CPU idles at 43°C
Graphics card idles at 34°C
System idle temp 29°C
