I also played around with a Nexus 4 a lot. It is still present. In fact there was just a discussion about this on the android subreddit. Some interesting stuff. I mean when you think about it, Google only had one major update to try to fix this which was jelly bean. It just needs more time.
Ah, see that's where things get interesting. Custom ROM performance can vary greatly, and it's largely dependent on driver availability for the device... Nexus devices should have a much better experience though, I'm surprised you're still experiencing it with frequency on that device.
I do agree that Android isn't on-par with WP or iPhone in terms of smoothness, but lag and micro-stutter don't happen very often, at least for me.
My favorite OS to date has been WP, but I wanted to learn Android development so I grabbed an Android phone. I'll probably go back at some point...
