Hmm have you tried the latest MSI Afterburner?
It seems the tool which you use to overclock is often just as important as the overclocks themsevlves lol. Everything OTHER than Afterburner makes my voltage/clocks act really iffy.
You should technically be capable of 1.2v, best way to test boost clocks is launch a 3D app that pushes GPU usage to 99%. AFAIK reference cards can overvolt to 1.2v, DCII is nothing less.
