Yes your PSU has no problems with Haswell

The PSU Haswell problem is a storm in a teacup and it has something to do with the C6 and C7 sleep states for the CPU

If you dont use sleep mode then it even less of a problem

Technically, the 520W SeaSonic S12II is not "ready" for Haswell, but it will probably be fine. Here's more on that:

Lower-ends group-regulated PSU may have issues with it. Basically, this power state may keep the load of the +12v rail as low as 0.05A, and the whole scare is that the load on the minor 3.3/5v rails will affect the voltage of the +12v and have go out of spec (the higher the load on the 5v, the higher the voltage goes on the +12v). So when you put your computer to sleep and get out of it, the OVP protection of the PSU may trip off and your computer will not power up.

The thing is that it is unlikely that the load on the minor rail during this low power state isn't high enough to cause this problem anyways, so chances are, you don't have to worry even if it is not officially compatible (the testing methodology done by Intel and such is likely tested more in a worse case, unlikely scenario). If you do run into this problem, however, you should be able to disable this feature on the motherboard's BIOS..

So really, leave C6 and C7 enabled to see how it goes. The chances are good that it'll be fine. However, if have power issues, then you'll just have to disable C6 and C7 which is no big deal really.

This is the only thing I'm able to contribute.

You are buying a non K CPU so won't be overclocking, you might as well save cash on the motherboard and get a H87 or B85 board. Something like the Gigabyte H87-HD3 or B85-HD3.

If you want to overclock then you need an i5 4670k then you want to get a z87 chipset

The only Haswell chips that can overclock are the i5-4670K and i7-4770K, so the i5-4570 can't OC.

As for an appropriate motherboard for the i5-4570, I'd pick something inexpensive like Gigabyte's GA-B85M-D3H or MSI's H87M-G43. They're both more than sufficient for a non-overclockable quad-core.
