CPU fan speed problems

When i got my FX-4170 Budget quad core a few months ago i use to be able to run a benchmark and watching Hwmonitor the fan speed would start around 2500 rpm and slowly work its way up to 5000 rpm + and was very loud. The CPU would only reach 55C so i stopped monitoring the temps and have been gaming without much overwatch.

Now a couple months later im trying to keep the temps under control because Hwmonitor has gotten up to 61C and the CPU is only supposed to be going up to a safe temp of 60C but the fan speed maxes out at like 3620 rpm.

The fan will reach 3620rpm at something like 55C and the temp continues to rise and the fan speed remains constant.

Ive tried chaning my bios settings to an upper limit of 55 and fan duty cycle at 100%. Ive also tried completely disabling the asus Cool n' Quiet / CPU Q-fan control settings in my bios and the fan stays even lower. It sits at 3480rpm and wont go any higher.

It seems everything i try fails to increase the fan speed. It use to get crazy loud but it would keep the CPU cool. AMD overdrive also reports fan speed at just under 3500 rpm and the manual controls have no effect on the speed.

Anyone have some insight on the sudden refusal of the fan speed to go any higher?

well it seems like some how the problem has fixed itself. I haven't changed any settings but its now working at 4500 rpm but not a hot day so it wont get any warmer.

I'm starting to not trust the stock cooler to work properly. Does anyone have a recommendation for an aftermarket cooler for a decent price?

Something like Cooler Master 212 EVO would do just fine if you do not plan a large OC.
