hmmm the thing is - the old PSU kinda proved from the fire that it has no overcurrent protection. The new supply seems to have OCP. EVen if the CPU wasn't running, the board should still keep the power on, even if it doesn't boot. If that was the case, i'd be with you on the BIOS update. But the fact that the power trips out, that kinda tells me its not CPU/BIOS related, but a power related problem. If you have a multimeter, there is a sure fire way to check. You can test the resistance between the 12V and GND, and if you get a dead short, (0Ω) then the board is toast i'm afraid.
