Judging by intels most recent releases I think anyone that firmly felt they needed a upgrade if they had IVY or Sandy was either crazy or they just have a really bad itch for a new build.
Nehalem to sandy bridge was a SIDE GRADE
Sandy Bridge to Ivy Bridge is a SIDE GRAND
Ivy Bridge to Haswell is a SIDE GRADE.
If you are coming from nehalem like I am going to build a haswell rig, I see it worthy of a upgrade because I do not have sata 3 ssd speeds (not native intel controller only sata 2), no pcie 3.0, and it will run cooler at higher clocks.
Intel just isn't releasing chips that have stuff worth upgrading every generation.. I understand going from core quad and core duo chips to anything above is a huge upgrade but realistically there is nothing to gain from going from any of those chips to the newest one. I'm pretty sure haswell is 200mhz better than a ivy bridge anyway though.. so even though the numbers aren't showing l3337 overclocks a ivy bridge cpu needs a extra 200mhz to be faster than haswell. 4.6ghz ivy is only 4.4ghz haswell]

you might as well get a x79 system that will use the same socket as the new ivy bridge-e processors.. if you can afford a $1k processor
