Need a light-weight alternative to tell windows to open on a specific monitor

I used to run Display Fusion, but, unfortunately, it is heavy on resources and can sometimes be glitchy.

Is there an alternative software program that allows me to:
Change Login Screen (for Windows 8)
Specify which applications should open on which monitor
Some other functions of Display Fusion


I don't want Ultramon, as I am not looking for a program that can emulate taskbars across the screen, but just light weight programs that can perform similar functions as Display Fusion.

EDIT: Saw that you are running W8. Sorry, my methods may not apply to you, as I don't know W8 very well.

You probably already know that you can set a designated monitor to be your main monitor through windows resolution settings. I don't know of any programs that will do what you want. but you could always tweak the programs' settings file for window size, placement, etc. Then you could just use the startup folder in the W7 menu and place shortcuts of those programs there.

My method is VERY labor intensive inefficient, and probably no the proper methods of doing such things.
