I make it quick:

HD 7950 ( oc)
x4 965 4x4 ghz ( oc)
8gb ram
win 7 64 bit
newest driver

I want to play Gta 4, but i get like 40-50 fps on mid-high settings :c

I "benchmarked" it when you first get out of the apartment and look to the left there the fps drops...

any ideas why?

commandline.txt with -availablevidmem 3.0
already used.

Please help me guys, i want to play this game so bad with 60fps+ constantly but on mid-high grapics

Nope. You might pick up a couple FPS with a faster processor, but this game engine sucks!

The game is horribly unoptimized. They did a terrible job porting the game to PC. You won't have much increase in performance with any kind of upgrade at all.

Why wouldn't you play it? The performance isn't that bad. I noticed that it might run at around 45-50 constant, but how is that unplayable?

It was the first game on that engine for PC. It ran horrible on ALL systems, not just PC.

Max Payne 3, also on the same engine (albeit more matured) ran great.
