See if you can send it back and swap for another core. Could be you just got a marginal CPU, the things are only tested at stock speed by Intel - just because it's unlocked doesn't guarantee it will go any faster than stock clocks. If your replacement comes in and it's brick walled at stock speed, at least you know it's not the chip and something in your settings or the MB itself.
I had 3 2600K's that were almost consecutively serial numbered, from the same facility, SL spec, factory, and date of manufacture. Two would hit 4.4 comfortably and one wouldn't go past 4.0, on the same exact motherboard and settings. Chips happen. LOL.
