Pretty much goes by worth of mouth, past experiences or just going solely on what reputation from the past and/or what their friends say.
Example of this, my bro went to build a rig for a friend, he states his budget and all that stuff and my bro showed him a mock build on what to get. Guy goes and talks with his friend, and his friend says oh ASRock sucks buy ASUS and guy wants to get a maximus board, hes on budget so with that price tag along with the board the highest video card he could get was a 650, but nonetheless there were problems with the dimm on the mobo and ended up having to return it, bro suggested ASRock again but guy ended up getting gigabyte for the replacement.
I myself was skeptical before getting asrock back when I had a x58 P6T, but after upgrading to it and seeing the quality as well as the ocing potential of the board I can easily recommend them again. People need to keep up with whats current right now before suggesting things, just because they weren't that great back then or were known of budget motherboards doesnt mean its the same now. Sure that goes hand in hand with if you had bad experiences with a company you don't want to deal with them ever again but if people say they're doing better or they know because they have one you may want to reconsider or at least read up on it.
But when it all comes down to it, customer support.. doesnt matter if its lifetime warranty is whats gonna keep people coming back.
