did you leave the power slider on 135% ? if so they probably dont need to run on 99% because its not needed. if you didn"t leave the power slider on 135% then your card is probably throttling

Yeah its on 135%.

I guess I will sell the 690 and get two 680's or something and see how that works out

if you are frustrated that your card dosen"t perform as well as you want it to i can understand that. but just so you know, your card works just how it should be and if your on screen display sometimes shows that it isn"t using 99% if can be a game related issue.

if you plan on getting a new card i would recommend a single gtx 780 since a single card is always better then 2 cards not performance wise but compatible wise and the 780 performs just as good as a titan for nearly half the price.
